Who ever uses the expression "stoned" to mean "intoxicated" ?

I'm guessing the answer is "STONED", but seriously ...
... you'd only say someone was "stoned" if they'd taken some other drugs, surely ?
Presumably, "RATTED" doesn't work, because it's not a punishment ... except in the book "1984" when the Thought Police have the cage with the rats in it.
Certainly as a youngster back in the early mesolithic, stoned was used to mean drunk as well as drugged - but one simply didn't come across drugged people.
It is used in this context in Frank Sinatra's 'Did you evah'.
