In a cryptic clue, 'Reportedly' means 'as you hear it' (not its spelling)
"A change of shift" would imply that there were 'New men on' which is how you would say Noumenon.

"Something postulated" is the definition.
Chambers gives the definition [inter alia] 'something whose existence is postulated but ultimately unknowable'.
