I know that I shouldn't really respond given that you haven't followed the accepted protocol for requesting help but ....
This clue took me as long as the rest of the crossword and I followed quite a few blind alleys.
What you need to do is look at the clue and work out what each part means.
There is a logical answer and I was able to verify it using Wikipedia although I couldn't find it in either of my Chambers (1993 and the Ninth Edition). It may, of course, be in a more recent edition.
I'll give you one clue. It doesn't start isa.. That was where I spent too much time lookihg at first.
