Sat Tel 25,745 and Sun Times 4298

Think I've got the answers, but don't understand a couple of clues. Advice welcome, please.

Sat Tel 1st:. Presume 25ac is 'rider' (Clue: Haggard Bicyclist, R-D-R ), but what on Earth does the haggard bit of the clue refer to?

Also, Sun Times 30ac (Clue: A first-class return to island capital, -P-A). Answer appears to be APIA. I understand the 'a' and the 'a1' but where the hell does the 'p' come from?
