I get the cryptic definition, but how can 'brought to a head' possibly be defined as 'prioritised'?

I took it to mean something is brought to a head as one would prioritise to make an urgent decision - sorry, am otherwise occupied but will try to find a def later unless someone else does so first :-)
It can't, can it?

to cause something to come to the point when a decision has to be made or action taken.//

So 'Prioritise' fits that sense.
