It's the 'state' bit they're referring to as they aren't. (A 'state').

There is always a context, declared or subconscious, when reporters use terms. Margt Thatcher objected to the way the IRA were treated by the Beeb and Ian Smith SR govt was always referred to as the Smith regime.

A state/country has to have a defined population, boundary and govt which functions as er a govt. and it has to be recognised by other countries. Recognition just means that X country thinks Y country is um a country and has nothing to do with whether the country is a good egg or not. [ In the WIlson era, there was always a lot of loose talk about withdrawing recognition from a country that wasnt liked. All it did was make life difficult for diplomats as there then wasnt anyone to talk to ]

They call themsrlves Islamic State, but they are not a state, they are illegal occupiers of Syria and Libya.
ISIS = Islamic State in Iraq and Syria
ISIL = Islamic State in Iraq and the Levant ( "historical meaning of Levant -http://en.wikipedia.org/wiki/Levant)
It's 50 years now, but i remember Smith and UDI. At the time Southern Rhodesia was the bread basket of Africa; since it became Zimbabwe it seems more like a basket case.

By the time Ian Smith went around the country ( or state ) and said. " Look we have lost " two thirds of the cattle had been machine gunned ....
Unfortunately, a line in the sand has NO relevance in the real world (, i.e its a good place to hold all the, - (in my own words "the hairy beard nutters" from both sides of the "Middle East"), religionist sect. However, at least "at present" we know where "they" are".

but I really felt there was something more to it than that
( having had to suffer lectures at uni on the subject )
After 3 years in that world...... (Desert Storm & Enduring Freedom).... pls I want the world all to walk away from ALL sides in that region. Also, I REALLY want to forget it all. Thx for your thoughts though.
