I think this should be SHILLY SHALLIED

S (HILLY) SH (ALLIED) Going Out = SALLIED think SALLIES + Goes Out
Prefer shillyshallies -going out is present tense so shallies
Apparently the answer was shillyshallying...which has 15 letters, not 14. Too much Christmas cheer for the setter?
