Shiny side out, I think.
Shiny side inwards. The shiny side relects the heat back inwards.

Yes, but if you're wrapping your roast chicken in foil, how can it reflect heat if the shiny side's wrapped around the chicken and there's no direct source of heat to reflect?
To elaborate on Andromeda's answer. If you wish to retain heat, then use the shiny side on the inside. If you wish to insulate against external radiated heat then use the shiny side out
