Otiose (anag of negotiators minus grant). How could it be stroke? Where's the definition?

... I was thinking along the lines of "at the stroke of a pen" you conclude business, therefore making negotiators redundant! A bit vague but I couldn't see why otiose was the answer - obvious now. Many thanks
