Could anybody help with these?

What could possibly fit? I'm 99.999% sure the letters are right....
This is driving me loopy!

and 4a - Falsely accused of having sheep pastured outside (6)
_R_ _ _ _

I just can't get 'grazed' out of my head...but that has nothing to do with false accusations right?!

It's a toughie isn't it?!
The letters I and F come from 'put ones money in underwear'(INVESTS) and 'revolutionary move to go on the wagon (FREEWHEEL)'. Think I might have gone wrong??
