What is the meaning of "notwithstanding" in the following sentences?

The Constitution and the laws of the United States, which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the United States, shall be the supreme law of the land; and the judges in every State shall be bound thereby, any thing in the Constitution or laws of any State to the contrary notwithstanding.

'Notwithstanding' means the same as 'in spite of the fact that, although or nevertheless'. In the example you give above, the idea is that the laws of the United States are the principal laws of that country and judges must rule in accordance with them. They must do so regardless of what the laws of any particular state may say, even if they say something different. National law is supreme over state law, in other words.
