In this instance it just meant complete or completely - as in "I'm perfectly calm" or "I know perfectly well..."
I think you're reading too much into this - "perfect" is a somewhat out-dated way of saying simply "complete" e.g. "I think you're being perfectly horrid, Esmerelda." Or whatever. So it just means complete/total strangers.
