Makes no sense because of the comma. The 'you' is merely for emphasis as in 'Listen you here'. There are a number of expressions like it.
I thought it was an alternative imperative

believe !

could also be " believe you! "

Chaucer in changing a subject would say speak we of....meaning let us speak of (imperative first pers plur)

Note also Hear ye ! hark you! mind you !
