Where does the phrase '..it's gone Pete Tonge' come from. I know it must be something to do with the DJ and my understanding is that Pete Tonge means Pretty Terrible. Is this correct?

It's just a bit of new age ryhming slang..Pete Tong (no "e" btw) = Wrong.
It's mockney rhyming slang for wrong, and you have the likes of the fat tongued Jamie Oliver to thank for it. A stark sign that culture these days seems to have gone a bit Pete Tong.
There used to be a 'popney' rhyming slang site - eg "I'm going to George Michael (cycle) down to the Fatboy Slim (gym) ..." and so on. My favourite was Kylie Minogues - brogues, as in "I've got a smart date and I can't find me Kylies!"
Jamie Oliver is NOT responsible for this bit of rhyming slang, which was in use several years before the Naked Chef rose to fame.
