Apparently it stems from the practice of putting a child head first down a chimney to clean it!

To share a total bit of trivia. French Canadian has a phrase "Fou comme un balai" - mad as a broom...
I must admit I always thought the poor children in the 19th century were pushed up the chimney, and not down!
