Do you mean this: He had said " The troubles.....had been extreme in the North" where the quote misses out words which are not important in the context, for example they are not relevant to the point the writer is making in quoting it or are merely repetitious or superfluous? In my example something like "which we all all know about" or "quite apart from the troubles the goverment dealt with elsewhere" could missed out and have been replaced with the dots.
