if a child is taken into foster care , has grandparents got any rights , ie contact etc .

Only insofar as a Court may have made an Order granting the grandparents the rights of access.
volt's answer is correct. There is no such thing as 'Grandparents' Rights'.
You can apply for contact through the family court in either magistrates court or county court
you can also contact social services directly advising them you wish to remain involved in your grand childs life and seek access to them. It is best to put this in writing or make an appointment to visit the social worker. Does the childs parents have access perhaps you could visit with them, Alternatively you or a family member could apply to be the foster carers of your grand child
