Yet again another security breach.
why dont they just post the stuff online and make it easier for terrorists?
Is this a sign of an intelligence service thats useless now?

I can't understand why any written document ever needs to leave a building.? Haven't they heard you can use the internet with secret passwords to access this info.
I think it's probably always been useless.

It's just a red herring.

Cobble together a few bits of misleading "information" about the baddies, tell them what you want them to think you know, and then "accidentally" leave it on a train.

And, of course, you have to publicize it a lot, just to make sure that the baddies get to find out about it. Pointless trying to plant misleading information if nobody notices.

Or even worse, what if somebody handed it in at lost property???? NO YOU FOOLS, DON'T HAND IT IN ... GIVE IT TO THE BADDIES. AND DON'T FORGET TO TELL THE PRESS.

If this was truly such dangerous intelligence, do you really think they'd give it to some bloke to take it home on the train?
why do they even need to exists in paper form? I don't get it, are they on the electric yet ?

We'll never know. I believe (and hope) that there are some really top-level brains with a good sense of humour playing double- and triple-bluff over this. A put-up job, or was it a mistake meant to look like a put-up job, etc etc.
