I remember a short story from when I was a kid about trying to make everyone equal. If you were athletic you had to wear weights to slow you down, if you had great eyesight you had to be fitted with glasses to hinder your vision, smart you had a device implanted that would sound a loud gong in your head to disrupt your train of thought, ect, ect.. Does anybody know the name of this story or who wrote it?

If you have no luck here try writing to SFX magazine as it sounds like it may fit in there.They have a columnist called David Langford who seems to know everthing about SF literature.
It was written by Kurt Vonnegut but I can't remember the title.
