If he is happy to pay why doesn't he employ a private security firm?
I suppose the events in New York shows what you get if you pay for it
I'm almost certain the events in NYC were blown out of proportion to push him getting his own way. He is a spoilt petulant and arrogant person now put in his place. Good, now push off and enjoy your privacy you so crave.

This was of course the only decision that could be reached as it would have set a precident.
