Possibly, but he is probably genuinely missing his Mum and wants to be a part of it all, which is quite normal. Surely nobody would boo him or make him feel bad at such a time - hope not anyway. I'm not a fan though.
I think he probably wants to improve his public persona, but also does want to pay his respects.

It's not a matter of the Monarch selecting them, the Counsellors of State are set out in legislation.

They are the Monarch's husband or wife and the next four adults in line of succession.

That means
Queen Camilla
Prince of Wales
Prince Harry
Prince Andrew
Princess Beatrice

He is one and the Queen couldn't remove the 'title' - but he has been barred from taking up the role if the King is abroad or incapacitated....tehcnically it goes to the eldest four descendants over 21 - Beatrice has been appointed as one to give them the respective four, Andrew has been sidelined - or effectively had his ankles chopped off. Best thing for him to do would be Governor of South Georgia and the Sandwich Islands - pop. 30 and 7 mln penguins.

Correct, it's only the Heir Apparent/Presumptive who can be eighteen.

That was introduced in 1953 but the age of the others was not reduced for some reason.
I don't think he was testing the water. He did what he wanted to do - and, in my opinion, what was the right thing to do. Whatever else he is he's still the queen's son.
and he is grieving like the rest of the family.
I agree, he is just grieving for his beloved Mum.
And also consoling his daughters who have lost their grandma and were visibly upset. Would have been odd for him not to be there
