A question I wish I knew the answer to is whether he *knows* he's speaking BS, or whether he genuinely believes what he's saying. Perhaps some mixture of the two: it's presumably easier to justify lying and propaganda if the underlying cause is "just".

Plainly he himself knows full well it’s nonsense as he’s been in the job for 20+ years. And in his position he must have the real perspective

on shelling the maternity ward "there where no women and children there and it was being used by the military!" - un effing believable!
I can't watch more than about a minute of it when this bloke comes on. It makes me too angry.

Lavrov was actually admitting they had deliberately targeted it.
Later Russia's foreign ministry denied they'd hit it at all.
