I think we can rule a seizure out, I don't think anyone suffering from one of those would be able to select reverse, so as to run over his victims twice.

I happened early hours
I would guess that some altercation took place in a night club and the driver has used the car as a weapon
I would have thought the police would have checked with door staff and checked cctv and already have a suspect
