Surely this must be highly insanitary and a potential public health issue in the area? Also, they seem to be existing by begging and I'm sure there must be local regulations about that. If they've been known to the authorities for so long, then it seems unlikely that mental health issues would not have been discovered i.m.o.. Perhaps a place in a hostel could be found? (Although this seems to be a bit unfair on the genuinely homeless who need a bed for the night.)
Otherwise, keep moving them on, as happens to the homeless.
