Was he riding legally,Young?

It wasn't the bike that killed this young woman....it was , as you say, the arrogant person breaking the law.
He was an arrogant **** on an illegal bike - and deserves all he gets (if found guilty).

It looks quite possible that the woman actually caused the incident by inattentiveness and/or phone-use - but she didn't deserve to die - and wouldn't have done if he was riding a legal bike at a sensible speed.
Not convicted yet but he is definitely arrogant.

There is a proportion of cyclists that are just as arrogant as this young man. They are on a mission to make everyone cow tow to the almighty God that is their ineffable right to race along at breakneck speed with just a shout to the people in front.

As it is this young man didn't have a road worthy bike so it is his fault.
The bike did Not have a front brake and it has been said in Court by the Prosecutor that, Without a front brake the bike could not be lawfully ridden in a public road.

Hans.
well, I'm going to calm this down a bit, two problems here, an arrogant little sod with an illegal cycle not paying attention hit a jaywalking woman who was fixated on her phone. She did not deserve the outcome but she was partially responsible. Phones on the highway are the new menace whatever road user is using them. At least this guy was actually cycling on the road, normally the last place you find a cyclist.
It really is time to change the law re. cyclists. Tax & insurance etc.
don't talk rot ron, impossible. think it through.
It's interesting that (as so often) the desire of the CPS to prosecute appears to be driven by the outcome, not the offence.

If she'd bounced of the road with a few scratches and bruises then nothing would have been done - indeed if he'd banged his head and died then she might have been the one in court.

a jaywalking woman who was fixated on her phone

says who exactly? An impartial witness maybe?
I expect that to be well picked over in court, jno?

He doesn't have much going for him, but I'd think his defence has to go down that line?
His arrogance doesn't help his case, but I tend to side with TTT on this. It is quite possible that he would still have hit her had the bike been equipped with a front break.

I don't see it quite the same way as sunny-dave, rather that there may sometimes be a second more serious offence committed. It is an offence to drive after drinking, but it is a second and more serious offence to kill somebody when driving after drinking. Same here really, riding a bike without a break is an offence but killing someone because you were riding without a break is another more offence.
'another more serious offence' sorry.

Did it really have any brake? I've worked with idiots in London who thought it clever to ride fixed wheel bikes at breakneck speed.

The arrogance shows through with this t**ts posts online. Me Me Me, absolutely unbelievable.

Not sure it is total rot TTT. It may not work in the same way as a motor vehicle but it could be done and will get easier as electronic 'surveillance' gets better. Be interesting to see in this case what happens. If found guilty he could be liable for quite a sum, if he has house insurance it may cover it, if not then he will have to stump up.
What may drive the change is house insurance refusing to cover for cycling.
"Same here really, riding a bike without a break is an offence but killing someone because you were riding without a break is another more offence" - not sure about his rest periods garaman. YMB the problem with insurance tax etc for push bikes is that basically we'll have to duplicate DLVA for bikes. not impossible but unlikely.
Worrying that is, TTT, I can't claim that it is my first such error and it is a clear sign of ageing!
whiskeryron has put forward a very valid point, which is Not dismissed by the OP. I fully support Ron's view.

In fact, I was a regular cyclist on roadways, especially in my teens, and often rode a fixed wheel bike which was Not easy to stop at speed.

If I could have my way on matters, I would have all pedal cyclists licenced for roadways after passing a test , as is the case with motor cyclists. Furthermore, it should be a criminal offence for all cyclist to be using a Mobile Phone whilst in traffic and traversing on the inside of all other vehicles and also down the centre of two lanes of traffic.

Hans.
so you are going to introduce tax/insurance registration for push bike are you? right oh good like with that, will they have log books? number plates? mot? How about students? will the bike shops have to pre register? minefield.
Sufficient laws exist regarding cycles and their use, but he problem is that there is not the staff to enforce the regulations. This cycle should not have been on the road.
TTT....My short answer to you is YES.

Anyway I don't understand your reference to Students because they would fall into the same category as anyone else riding a bike.

Hans.
I'm talking about foriegn students who hire bikes etc. Anyway I have a certain amount of sympathy for your ideas, I just don't think it's really feasible.
