Yes I agree YMB, but although he is unstable, I have never thought that he was stupid. He and his military advisers know that they could never win any war against the States.

He was briefed, oh so it wasn't his plan then. I'd have thought, "Set missile controls for near enough to Guam to cause ructions, light blue touchpaper, stand well back and await the fireworks", wouldn't have needed someone else to fill in the details.
