Apparently, according to Trevor Noah, John McCain was dragged from his sick bed in Arizona so they could win the vote to start the process of discussing it and he said even though he was prepared to schlepp to DC for this vote, he wouldn't support the actual Bill. Six hours later, about 10 Reps had not supported it but he had. Makes our system seem totally sane, many Americans we've met far prefer the Parliamentary system and watch debates on BBC America or whatever shows them in the USA. They never see debating.
Trump arrived on the scene only after this disaster was set in motion but he quickly shackled himself to it (then pretended he hadn't, even doing so this morning).
But the fact remains that the Republicans had control of every branch of government, and had seven years of moaning to decide what new bill they wanted to come up with, and signally failed to do so.

The structure appears to be
1) lets repeal obamacare - its terrible dudes!
2) think about a replacement over which we can take our time
which means that 20m who have insured health care of some sort at present then wont have any cover indefinitely

The main reason why this has happened is the complete lack of any organising and management skill from Trump. We all predicted that his Presidency would be a farce and that it exactly what it is.

america should have introduced a national health service decades ago
it may not be perfect, but it would seem in the states without insurance you die...how is that good for a working population and it's well being. money mad america, i got mine get yours jack attitude, every man for himself, and what of together we are united..oh if you have adequate insurance mmmm really, might as well leave old folk out in the wilderness to die as they serve no purpose to the tribe mentality. i find the whole american system selfish in some regards, but spend trillions on weapons.
