there must be places where they can go, not just to Italy. I wonder they are coping with the migrant crises.

I have to say here in Bergheim the gangs of youths and men appear to have dispersed and been replaced with actual families. Makes for a much better atmosphere. So I'm not sure the powers that be are going to allow another invasion of fighting age men.

AOG in the case of Libya the 'Ruling War Lords' who run the country and want to be recognised as the legitimate government, raise cash by selling refugee/migrant passages to Europe from Libyan ports. So in the case of migrants setting out from Libya yes, they are sent by the government!
