alcohol abuse is unchanged, Tilly; I suppose it's the things that are on the increase that concern them.

It does seem to be quite a mixed article with information about heroin misuse being sprinkled over the other drug misuse stats, maybe to make it more interesting? There is also clear admission that a part at least of the stats are due to long term heroin users hitting 50.
