Because having to drop an investigation, instead of seeing through to a conclusion one way or the other, sets a precedent which will make it harder for the Bureau to carry out other investigations, perhaps?
From reading (i do a lot of that) it's fairly well known that organisation like the FBI, CIA, DEA, DOD etc etc are largely republican in nature, they defend America therefore more likely to align with a group that is staunchly pro-america. The Democrats for me, seem to have less of pro america stance, let anyone in regardless: bit like our own lefties really
