Why would the builders be drunk?
Perhaps they were the same contractors who were responsible for the Edinburgh tramway construction TTT. That was a debacle as well. Over budget by millions, took about twice as long as promised as well. You have to question the ability, and suitability of the people who awarded the contracts surely.
A friend who worked on a large retail development in Southampton told me that when the pre-drilled holes in the steel framing didn't line up sufficiently to put a bolt through they simply glued a bolt head on one side and a nut with a bolt end on the other.
because they are scots and wouldnt have elected someone like Nicola Nasty if they were sober ?

any claim would be based in negligence - of which the leading construction case is the Gt Ormond Street case - the water towers fell down before they were built

sorry dorry 3T let me explain - the water towers block got up to floor 3 or 4 when it was obvious that they were not gonna support water tanks at level 6....because cracks started appearing so they had to tear the whole lot down and start again - but who paid. The builders incredibly said - we wont.
or scot parliament building

miles over budget - lets the rain in those wonky windows
and full of hot air ! ter-daaah

( first two clauses true and I suppose the third one is too )
Not so much drunk as.... Inept. Having to retro-fit frame ties to properly tie the face brickwork to the (presumably) steel frame.

Lack of normal, commonsense inspections. Very sad.
Perhaps the instruction printed on the boxes of ties weren't printed in Polish builder. I believe you are one builder who deserves a drink today. Happy Birthday.
They were built by the company that offered the cheapest quote and there was poor supervision and little or no inspection of the building process. The builders cut corners to save cash knowing they could get away with it. Looks very much like a few 'backhanders' were part of the process. So much for the 'superior' Scottish education program. It looks like most of the schools may even have to be demolished and rebuilt properly! Nothing to do with drunken builders , everything to do with a poor system.
Scotland.
As 'The Builder' says, this shows such a disregard of basic building regulations that it could only have happened if there was a total lack of inspections.
( or a lot of fat brown envelopes being handed round!)
