It could very well have been stage managed, but if it isn't, the 'fan' could sue for quite a sum. After all, there were one or two witnesses.
Just actually read the link - i was going off what i read in my daily which made no mention of the womans comments. Had she been an American (or British), the lawyers would be busy right now.

aog, I remember many years ago seeing Freddie Starr live. A very atractive girl came on stage and Freddie went up to her and not only pulled down her top, but (to put it bluntly) sucked on her bare breast !!! And no, nobody complained.

Presumably, she went to the concert as she is a big fan. The same would apply if it was a male performer I reckon.
When she was young it would have been expected shock behaviour, at her age it's just plain yukky and pathetic - and unacceptable.
The video does make it look more of an accident, Madonna has been under the influence for most of this tour and has displayed some very weird behaviour and falling about - no excuse of course.
