Go into almost any school where a large number of pupils do not have a good grasp of English and you will find translation/interpretation services available, paid for from the school's budget (i.e. met by the taxpayer). This is most usually in the form of "classroom assistants". As I have said before I have witnessed this at first hand and in one extreme case...

According to figures from the Department of Education in Sandwell at primary school level there are 7,533 pupils whose first language is not English, around 30 per cent.

The number of students with English as a first language totals 17,172, around 69 per cent of Sandwell school pupils. Around 5,261 students at secondary school level don’t have English as a first language, 26 per cent, compared to 14,772 who do, around 73 per cent of pupils.
The respective figures for Wolverhampton state that 4,460, or around 25 per cent of primary school pupils' first language is not English, with around 13,222 youngsters in the city who do have English as a first language. At secondary school level there are around 3,170 students for whom English is not their first language, around 21 per cent.

Around 11,889 of Wolverhampton students have English as a first language, almost 79 per cent.

which shows that they are breeding at a faster rate than the indigenous population, a traditional demographic of any immigrant group given the skewed nature of the average age, tending to be much younger than the host population.
I think "extremely troubling reading" would be a better description.
lots of kids at primary school with jno jnr had English as second or third language. Generally it only took them a year to get up to speed; kids learn languages fast. (And to be trilingual at the age of eight is no mean feat.) There are 300-odd languages spoken in London.
We had a guy (a Brit) at work who spoke 14 languages. He spoke rubbish in all of them.
