No providing that the holidays are taken outside Exam time, I can see nothing wrong in it, there are many days during a term that are wasted on silly walks in the park etc during a nice sunny day.
There are also families that have no choice when they can take their holidays, such as the Armed Forces etc.

At Primary school I think we pretty much always had a holiday in term-time. Only time we could afford it. Didn't really affect my education much, although it does depend on the child in question. Blanket rules against such holidays are wrong, I think, and I like the idea of headteachers/ teachers having a significant say as they'd be best-placed to judge if the child will be able to cope with the lost week.
I doubt that an occasional week out damages the education of an individual.
But uncontrolled, I imagine at certain times in the term, classes could be half empty with no process or guarantee that the absent kids will catch up when they return.
Much of the syllabus is sequential, so kids will then need additional help with later modules that assume they have covered the earlier parts. And without the catching up, teachers will find that by the end of the year most of the class could have a variety of gaps in their learning.
The timetables do not allow any time for that fr1gg1ng around.

we don't know what the woman's 'personal reasons' were so we can't judge whether a request regarding a pupil in similar circumstances would also be accepted.

OG has the truth of it imo. My parents once took us on holiday immediately before exams and I missed the important revision lessons. As a result I was down streamed for a year and had had to work hard to get back into the top form the year afterwards.
One condition could be for the youngster to ask for work to do over the holiday though staff are loaded with tasks already without taking on another chore.
