If the licensed driver can legally hand the keys to someone else then how will the checks take place?

Taxi taliban is right. A young lady of may acquaintance was rear-ended by a taxi at some traffic lights. The Driver asked her to go to the taxi office to see the boss for paperwork etc. She duly went only for the boss to hand her £2000 no questions asked. Being a young new driver she took the cash.
