the ROP (as you put it) can demand it all they like, but it's unlikely twitter would move against any content on the say-so of a body who were being offended on behalf of others.

it might be different if the targeted party themselves were to make representation, but would likely only succeed if there were tangible sanction that could be brought to bear if twitter didn't act.
