perhaps, but in all honesty would a government minister leave himself open this way, it would be a terrible thing to think let alone say.
practise in the mirror - those words shouldnt be difficult to distinguish

teef against lower lip - 'f'
and O, the mouth is puckered ( vowels arent much good for lip reading)
// And well-placed sources told The Mail on Sunday that Mr Raab could be seen making the foul-mouthed diatribe in fury at Robinson’s dismissive tone.

One said last night: ‘Raab must have forgotten that although it was a radio interview, he was also on camera.’ //
if he did mouth it then he's a fool.
He certainly seems a bit of a liability now.. considering he was thought to be a safe pair of hand's deputising for Boris when he were in ITU
Robinson is the liability!
God you would expect grown men to know this innit?

however it is Raab's inability to cope with - Good old Boris who brought us Brexit - nosediving to "Party time Boris whilst we freeze wiv sticky pasta and soggy chipitos"
It reminds one - does it not (*)
of the tale of alcibiades and the mutilation of the herms

Alcibiades was the nephew of the great Athenian statesman Pericles, and as a young man was a pupil and close friend of Socrates. Rich and extremely charming, he was also infamous for his glamorous lifestyle,

so far so Boris and then....

https://www.athensinsiders.com/blog/alcibiades-socrates-and-the-herms-of-athens-a-religious-scandal-and-democracy-in-crisis

and then and then it goes foo-foo, for all concerned
( Alcibiades defects to Sparta and apparently impregnates the Queen of Sparta amongst many many other) - and Athen is defeated
Radio interview with the parties in different studios. Niether Robinson or Raab have commented and the 'sources' are unnamed.

A nothing sort of story
very apt
If it's true he should have maintained his dignity.
If it was caught on camera, as per gromit's quote, those images should come out at some point.

It's just gossip otherwise.
