I thought it was Cat Stevens, who also wrote it...could be wrong!

It was P P Arnold in 1965, don't think Cat Stevens was around then! Just for info purposes Sheryl Crow also recorded a version of it :-)
PP Arnold's version was actually 1967, by which time Cat Stevens was certainly around (he must have been, because as DrWu rightly says, he wrote it)! Stevens never had a hit single with it though. It was also famously ruined in the 70s by Rod Stewart.
