If the lack of a sim card is preventing connection to wifi then, yes.

No, it just needs to be connected to the Internet so if there is no SIM then it needs to be connected via WiFi

If possible, you should always download the apps or updates to your laptop, via iTunes, and update your iPhones and iPads from there.

why haggis? These days its perfectly possible to have an ipad or iphone and do the whole thing without even owning a computer.
