No. Have you ever driven in countries without traffic lights. It's a daily death wish...
The man is an idiot !

He says you have priority on a main Road, that's like saying you have the "right of way" no driver has the "right of way", there is no such thing,

Traffic would be in chaos without traffic lights.
As things are now if a set of lights are out due to a problem then most drivers approach these junctions with extra care.

if all the lights were off I think it would soon descend to absolute chaos as we would then react totally differently at the junctions
