When paying for a licence, or other service from the DVLA by postal order, what should i put on the postal order where it says "make payable to" should i leave it blank or does something need to be written there?

Treat it like a cheque. The DVLA paperwork should have 'make cheques payable to'....
... do not send ... blank postal orders with your application. DVLA cannot be held responsible if they go missing ... make your cheques or postal orders payable to 'DVLA Swansea'
