I sold my car and kept the car tax, can I transfer this tax to my new vehicle which doesn't have car tax, or do I have to get a completely new road car tax and get a refund on the other..

The tax disc is specific to an individual car registration and model.

You should send the old disc back to DVLA for a refund and apply for tax on the new vehicle.
