can anyone help me? I was issued a parking fine ( penalty charge notice ) by a parking attendant who was wearing a a MOTOR CYCLE helmet ( he did have other clothing on as well - he was'nt just wearing the motor cycle helmet )

Is the P C N valid ? I have heard that they have to be wearing as HAT that is part of the UNIFORM when they issue a ticket.

Of course it's valid. He wouldn't be allowed out wearing it if it would make his PCN's unviable.
In Northampton, a lot of the wardens go about on mopeds so it makes no sense for them to be wearing a helmet and have a hat for when they're on foot..
cough up.
If you parked illegally, pay up and stop looking for loopholes that don't exist.
The thing about wearing a hat is basically hokum, they have to be identifiable as a warden and that is all.
