If you ask for an estimate but the garage does the work before giving an estimate can refuse to pay and demand back the car? If they refuse should one call the police to assist?

Reputable garages will always get you to sign before carrying out work on your car, they are probably breaking trading regulations by doing work you have not asked them to do.

Try trading standards.
There is a huge difference between an estimate and a quote. Not many garages will give you a quote but some like the AA do. You could question the garage why they did not ring you before carrying out work, as is the normal practice. You could try going to another garage, state your problem and ask for an estimate to see how it compares. Some garages do not like time wasters and may charge for an estimate.
