water tank / immersion heater over 10 years old

Hi there we have just bought a house which has an old water tank with immersion heater. We were getting quotes today to have a combi boiler put in & our neighbour said because the boiler is way over 10 years old it's classed as dangerous & the council should change it free of charge. I have never heard of this before! Does anyone know if this is possible??
