You require category 'B+E' on your licence to tow a trailer. A normal full car licence (category 'B') acts as a provisional licence for towing a trailer but you have to pass another test to get a full 'B+E' entitlement. See here:

There are no age restrictions (other than the usual age of 17 for driving a car) on towing a suitable trailer with a car. However, although you can already take another test to allow you to drive a truck up to 7.5 tonnes (C1 entitlement) you wouldn't be able to obtain a licence permitting you to tow a large trailer behind that truck (C1+E entitlement) until you're 21:

You will have to define car mass, MAM and trailer mass to see what category you will fall into.

From the posters name I guess we are talking about a horse box, in which case I think B+E will be needed.

you do need the licence . when i worked for the aa i had to sit a test in doncaster to tow trailers/ other cars.
