If you send your old paper driving license in to get a new photocard one, do they send you back your old paper license or keep it?

They keep it. You get a new photocard AND a new paper "counterpart", both of which should be presented when required. So you now have an extra bit of plastic AND an even larger piece of paper to carry around!
