Is there any way to check with the DVLA, or any one else, whether or not someone has a valid driving license? Can you check if they are legally able to drive?

You can send the details to DVLA - they may not tell you the outcome of their enquiries though. If the person is driving without a licence or banned they will pass the details on to the local police.
If you are employing the person or allowing them to drive your car, you could ask to see their licence. Actually 'should' is a better word than 'could'.
