Are Go-Peds road legal

You know the little scooters with a small engine on them? Can you use them on the road legally like a bicycle?

If not, I assume that you can't use them on then pavement so where can you be legal on them?

They cannot be used on the road, as they would be classed as a motor vehicle, and as such they would have to have road tax an MOT and insurance. The only place that they can be legally used is on so called 'private' land.
I wish someone would tell this to the old git in the invalid scooter who drives on the road constantly round my area. He is far more dnagerous than a go-ped!
electric ones are legal, petrol ones are not, though certainly, invalid drivers should be controlled
