Struggling To Hit 70mph

My 97 Ford Fiesta Flight 1.25 has a problem. It has started getting up to about 60-65 then begins to judder and the speedo needle goes down quite quickly. If I put it into 4th gear then straight back into 5th again, the speedo climbs, but after about 5 minutes or so, the juddering starts again. Last week I had a new clutch and Breather tube fitted, and the problems have started since then. What could it be and how might it be fixed?
